The noise is real.

Make it impossible to ignore.

Build a dated record the City and MLCC can act on. Report what you personally saw—no confrontation needed.

One report can be dismissed.
A pattern cannot.

Every firsthand report adds to the record. Start with the incident you experienced, then use the other steps to flag the larger pattern.

What we’re askingCity enforcement and an MLCC review of activity connected to the licensed premises.
Step 1: build the record

Log this incident with 311

Create a dated City record while the details are fresh. One report per incident makes the pattern visible.

Open 311 reporting options

Phone: 616-456-3000 (or 311 locally), weekdays 8 AM–5 PM. Email: info@grcity.us.

Step 2: flag the licensed business

File an MLCC complaint

For incidents you personally observed at, entering, or leaving Flamingo Lounge, ask the state to review the pattern.

File an MLCC complaint

You may report anonymously. Include only what you directly experienced or observed; the detailed guide below walks you through the form.

Step 3: demand a response

Email City leaders

Send your documented pattern and ask the City to enforce the noise ordinance and respond in writing.

Write the email

The draft starts with your firsthand observations. Add your details before sending.

Need the details?

Use this only if you need more context. The three steps above are the campaign: make a record, flag the pattern, ask for a response.

Filling out the MLCC complaint

The Flamingo Lounge holds a Michigan liquor license. The MLCC regulates licensed businesses, not individual riders. Use this path for firsthand observations that connect the recurring disturbance to the licensed premises or activity around it. You can check the license in the MLCC license search.

Check “Anonymous”Then leave your name, phone and email blank.
Enter the businessFlamingo Lounge, 930 Bridge St NW, Grand Rapids, MI 49504. Owner Name is optional: MLCC records list the licensee as Donald Wasker Inc. (confirm in the license search).
Pick a Type (required)Choose only what you saw. If nothing fits, choose Other, then fill in the Other box too. If it is empty, you will have to refill the whole form. Examples, if true for you: loud patrons in the parking lot, patrons leaving with alcoholic drinks, excessive noise at closing time.
Facts onlyWhen, how long, how often. Describe the noise, not the people.
Have ready: when, where, what, and how it affects you.

What the City email cites

Section 9.63 of the City’s noise ordinance: (1) sound that unreasonably disturbs a person of normal sensitivities and can be heard distinctly above the surroundings, and (11) altering a muffler or exhaust unless the change makes it quieter. Read Sec. 9.63.

The email also asks the City to forward it to whoever enforces the ordinance. Not in Ward 1? Find your ward and add your commissioners from the City officials page.

If the button does not open your email app, write to info@grcity.us and manager@grcity.us, and copy mayor@grcity.us, abelchak@grcity.us and WestServiceArea@grcity.us. Include where, when, how often, and how it affects you.

Making 311 count

311 creates the dated record behind the campaign. A single entry may not move anything; a consistent record gives the MLCC complaint and City email weight.

  1. Note it as it happens. Date, time, place, what you hear, how long.
  2. Report it the same day. Phone lines are open weekdays, 8 AM–5 PM. Email info@grcity.us any day, and it is time-stamped. The 311 page lists the online options.
  3. One report per incident. Give each its own date and time so the count adds up.
  4. Keep the reference number. Add it to your own log.

Stay safe: report from where you are. Please do not confront riders or follow them.
